Notice on Adjustments of Green Health Code Policy

In order to reduce cross-border transmission of Covid-19, all Chinese and foreign passengers travelling to China are required to comply with requirements as follows:

I. Travel Requirements

All passengers including those who set off from Palestine to the transit country by all means of transport including self-driving and train, need to take tests and apply for HS/HDC Code within 48 hours before boarding their flights.

All passengers shall avoid travels to any country or region that is seriously affected by the pandemic 28 days before their trip to China. All passengers must sign and submit the Travel History Declaration Form in the appendix.

Ⅱ.Test Requirements

Nucleic acid and IgM anti-body tests in Palestine have to be taken in registered medical institutions. The test certificates must be in English and include test date, test result (negative), passengers' names, date of birth, travel documents number etc., as well as telephone numbers or e-mail addresses of the institutions or doctors for verification.

Nucleic acid rt-PCR test must use nasopharyngeal swab as sampling method. The report must include such terms as NAAT , rt-PCR and Nasopharyngeal Swab .

III. Application Method

1. Chinese Citizens Applying for Green Health Code with the "HS" Mark

Chinese citizens must upload to the WeChat Health Code app photos of their tests certificates, together with flight ticket, valid residence certificate and Travel History Declaration Form, which will then be examined and verified by the Office. Then they will get a green health code with the "HS" mark. Passengers must present the green code within its validity period to the airlines flying directly to China before boarding.

2. Non-Chinese Citizens Applying for Green Health Code with the "HDC" Mark

Non-Chinese passengers shall apply by logging on the website of http://hrhk.cs.mfa.gov.cn/H5/ via computer or smart phone, and fill in the information, declare the health status and upload the test certificates, flight ticket, valid residence certificate and Travel History Declaration Form online, which will then be examined and verified by the Office. Upon approval, they will get a green health code with the "HDC" mark. Passengers must present the electronic or printed code, and follow the procedures for inspection by relevant airlines during boarding.

IV.Requirements for Normal Passengers

All Chinese and foreign passengers who have not been vaccinated and infected will be required to take nucleic acid and IgM anti-body tests and then apply for a green health code with the "HS" or "HDC"mark within 48 hours before boarding the flights to China.

Ⅴ. Additional Requirements for Fully-Vaccinated Passengers

"Fully-Vaccinated Passengers" refers to those who have had all the required doses of the vaccine and have completed vaccination for 14 days, not including those who have had only one dose of a 2-dose vaccine.

Fully-vaccinated passengers should take first nucleic acid test within 72hours and second nucleic acid test within 48hours before boarding. The two tests should be in 2 different official test institutions with minimum interval of 24 hours. Passengers can apply for the HS/HDC code with 2 negative nucleic acid test certificates, Letter of Commitment on COVID-19 Vaccination in the Appendix, and vaccination certificates(it should be authentic and include necessary information like the passenger's name and date of birth, brand of vaccine, number of doses and date of vaccination), flight ticket, valid residence certificate and Travel History Declaration Form.

Ⅵ. Additional Requirements for Passengers Who Have a COVID-19 Infection Record

"Passengers Who Have a COVID-19 Infection Record" refers to those who have been diagnosed with Covid-19 by a medical institution, or have a positive test record of rt-PCR, IgM or IgG antibody (not including positive IgM or IgG test result due to vaccination), though never being diagnosed with Covid-19 by a medical institution.

These passengers are requested to send a CT/X-ray scan of lung together with a medical conclusion and 2 negative rt-PCR test reports (minimum 24 hours in between 2 tests and the 2 tests shall be done within 72 hours) to consulate_pst@mfa.gov.cn. After getting the confirmation of the Office, these passengers need to stay in self-isolation for 14 days and fill in Personal Health Monitoring Form. The HS/HDC code will be given if the applicants test negative both for rt-PCR test and serum IgM antibody test 48 hours before boarding their flights.
