On October 24, 2022, Guo Wei, Head of the Office of the People’s Republic of China to the State of Palestine, published a signed article “China is Embarking on a New Journey” at the Al-Hayat Al-Jadida, introducing the important achievements of the 20th National Congress of the Communist Party of China, and explaining the great changes in the first decade of the new era under the leadership of the Party and the central tasks of the Party in the new journey. The full text is as follows: 

The CPC successfully concluded its 20th National Congress in Beijing on October 22, 2022. The congress elected a new Central Committee and a new Central Commission for Discipline Inspection (CCDI), passed a resolution on the Report of the 19th Central Committee, a resolution on the work report of the 19th CPC Central Commission for Discipline Inspection, and a resolution on an amendment to the CPC Constitution. General Secretary of the CPC Central Committee Xi Jinping pointed out that it is a meeting to hold high the banner, gather strength and forge ahead in unity. The report of the 19th CPC Central Committee adopted at the Congress is the crystallization of the wisdom of the Party and the people. It is a political declaration and a program of action for the Party to bring together the Chinese people of all ethnic groups and lead them in securing new success for socialism with Chinese characteristics. It is a guiding Marxist document. 

The Communist Party of China has united and led the Chinese people to make unremitting efforts to achieve great changes in the first decade of the new era. Ten years have passed since the Party’s 18th National Congress. The past decade marked three major events of great immediate importance and profound historical significance for the cause of the Party and the people: We embraced the centenary of the Communist Party of China; we ushered in a new era of socialism with Chinese characteristics; and we eradicated absolute poverty and finished building a moderately prosperous society in all respects, thus completing the First Centenary Goal. China has won the largest battle against poverty in human history, achieved the poverty reduction goal of the UN 2030 Agenda for Sustainable Development 10 years ahead of schedule, and China’s contribution rate to global poverty reduction exceeded 70%. According to the research report of the World Bank, the joint construction of the “ Belt and Road” projects initiated by China could help lift 7.6 million people out of extreme poverty and 32 million people out of moderate poverty across the world.

From this day forward, the central task of the Communist Party of China will be to bring together the Chinese people of all ethnic groups in a concerted effort to realize the Second Centenary Goal of building China into a great modern socialist country in all respects and to advance the rejuvenation of the Chinese nation on all fronts through a Chinese path to modernization. Chinese modernization is socialist modernization pursued under the leadership of the Communist Party of China; it contains elements that are common to the modernization processes of all countries, but it is more characterized by features that are unique to the Chinese context; it is the modernization of a huge population, of common prosperity for all, of material and cultural-ethical advancement, of harmony between humanity and nature, and of peaceful development. As the biggest engine driving the global economy, China has contributed about 30 percent of annual global growth. China has endeavored to build a system of high-standard opening-up, safeguarded the security and stability of global industrial and supply chains, and has become a major trading partner of over 130 countries and regions.

The Communist Party of China insists on fulfilling its international responsibilities and making contributions to promoting the peaceful development of mankind. China has always been committed to its foreign policy goals of upholding world peace and promoting common development, and it is dedicated to promoting a human community with a shared future. China remains firm in pursuing an independent foreign policy of peace and has always decided its position and policy on issues based on their own merits. China adheres to the Five Principles of Peaceful Coexistence in pursuing friendship and cooperation with other countries. It is committed to its fundamental national policy of opening up to the outside world and pursues a mutually beneficial strategy of opening up. China plays an active part in the reform and development of the global governance system and works to make global governance fairer and more equitable. China sincerely calls upon all countries to  champion humanity’s common values of peace, development, equity, justice, democracy, and freedom and join forces to meet all types of global challenges. China always upholds international justice and morality on the Palestinian issue, supports the just cause of the Palestinian people to restore their legitimate national rights, supports the “two-state solution”, supports all efforts that are conducive to a political settlement of the Palestinian issue, and supports the establishment of an independent State of Palestine with full sovereignty, taking the 1967 borders as its basis and East Jerusalem as its capital.

Palestinian President Mahmoud Abbas sent a letter to Chinese President Xi Jinping to warmly congratulate the successful convening of the 20th National Congress of the Communist Party of China. Several Palestinian political parties also sent letters to express congratulations, and China would like to express its heartfelt thanks. Those committed to the welfare of the world can always find friends the world over. On the new journey of building a modern socialist country in all respects, the CPC will stay true to its founding mission of realizing people’s happiness, national rejuvenation and human progress with unwavering conviction, and will lead the Chinese people in this great endeavor of rejuvenation united as one. In the meantime, we will share development opportunities with all countries in the world including Palestine, and continue to work together with the rest of the world to advance the building of a human community with a shared future and make new, greater contributions to world peace and common development.
