According to the joint announcement of the Civil Aviation Administration of China, the General Administration of Customs of China and the Ministry of Foreign Affairs of China dated 20 July 2020 , the regulations of boarding with negative nucleic acid test certificate for COVID-19 for Chinese and foreign passengers traveling from Palestine to China are hereby notified as follows.
I. General Requirements
Starting from 10 September 2020, Chinese and foreign passengers traveling from Palestine to China or ultimately bound for China by transferring via other countries must apply for green health codes with an "HS" mark or Health Declaration Forms after receiving COVID-19 negative certificates. Airlines are requested to help checking the health code /Health Declaration Form of relevant passengers during check-in or before boarding. Please make sure that the health codes or Forms are still valid when boarding the connecting flights to avoid stranded results.
II. Testing Time and Designated Institutions
The nucleic acid tests for COVID-19 must be taken within 3 days before boarding from Palestinian health departments.
III. Chinese passengers applying for health codes
Chinese passengers must make health declarations and upload photos of their COVID-19 negative certificates to the Wechat mini program COVID-19 Prevention Health Code International Version within 12 hours after receiving negative certificates. The passengers can obtain green health codes with an "HS" mark approved by Office of China in Palestine and board within the validity period of the health codes. IV. Foreign passengers applying for Health Declaration Forms
Foreign passengers must send their scanned copies of passport, COVID-19 negative certificates and signed Health Declaration Form(see attachment)to the designated email address of Office of China in Palestine (consulate_pst@mfa.gov.cn Subject:Health Declaration Forms+passport number+name;Content:schedule and number of flights). The Office of China in Palestine will send back a scanned copy of Health Declaration Form with a stamp to the passengers by email. All passengers are required to board with printed Health Declaration Forms within the validity period and cooperate with airlines for further checking.
V. Reminder:
1. Passengers planning to take flights to China are requested to read this notice carefully. If you are unable to complete the nucleic acid test in time and obtain a negative test certificate, or fail to hold the green health code with the “HS” mark or a valid health declaration form before boarding, it means that you are temporarily not eligible for the flight and need to re-arrange your travel.
2. During transiting via countries that have implemented boarding with a negative certificate of the COVID-19 nucleic acid test (please click the link to view the list of relevant countries) (https://hr.cs.mfa.gov.cn/help_two/help-two/gj.html ) , Chinese and foreign passengers who take a flight to China will also be checked for a green health code with the "HS" mark or health declaration form during transiting. Please ensure that the health code or health declaration form is valid at the time of transit, otherwise boarding at the transit point will be refused, resulting in detention and other consequences.
