On May 27, Guo Wei, Head of the Office of the People's Republic of China to the State of Palestine, published a signed article entitled Work Together to Build a Global Community of Health for All on an official Palestinian newspaper Al-Hayat al-Jadida, introducing President Xi Jinping's important speech at the opening ceremony of the video conference of the 73rd World Health Assembly. At the critical moment for humans to fight against Covid-19, the video conference of 73rd World Health Assembly was held on May 18. Chinese President Xi Jinping was invited to address the opening ceremony of the video conference of the World Health Assembly. From the perspective of jointly building a global community of health for all, he profoundly elaborated China's proposition and made a series of important initiatives, which are of important practical significance and far-reaching historical significance for boosting confidence in global anti-epidemic, promoting international anti-epidemic cooperation, and improving the global governance system.
President Xi talked about history, reality, and the future, and made six proposals, showing China's correct view of history, view of overall situation and role in this global war against epidemic. President Xi pointed out that various countries should adhere to the principle of putting people first and life-paramountcy, and move as fast as we can to curb the global spread of the virus; the World Health Organization should lead the global response and China called on the international community to increase political and financial support for WHO; stressed that greater support for African countries should be provided and more material, technical and human support should be provided; strengthen global governance in the area of public health and improve public health safety governance system; encouraged countries where conditions permit may reopen businesses and schools in an orderly fashion to resume economic and social development; and emphasized that mankind is a community with a shared future. Solidarity and cooperation is our most powerful weapon for defeating the virus. These proposals are not only a summary of China's successful experience, but also in line with the reality of the current anti-epidemic struggles of various countries, providing new ideas for countries to coordinate epidemic prevention and control and economic and social development.
President Xi has put forward new practical measures in response to the priorities and difficulties of global anti-epidemic at present and in the future. China will provide US$2 billion over two years to help with Covid-19 response, cooperate with the United Nations to set up a global humanitarian emergency response depot and hub in China; establish a cooperation mechanism for its hospitals to pair up with 30 African hospitals and accelerate the building of the Africa CDC headquarters; and China's Covid-19 vaccine development and deployment in China, when available, will be made a global public good. China will work with other G20 members to implement the Debt Service Suspension Initiative for the poorest countries. China is also ready to work with the international community to bolster support for the hardest-hit countries under the greatest strain of debt service. These measures highlight the spirit of being responsible for the safety and health of people and being responsible for the global public health.
The six proposals and five measures made by President Xi contain the humanistic spirit of life first, embodies the scientific concept of treating both the symptoms and root causes, and conveys the sincere will of China and other countries to work together in the same boat. Recently, a batch of medical materials aided by the Chinese Ministry of Foreign Affairs will arrive in Palestine, and the Chinese medical expert team also get prepared to go to Palestine to support the prevention and control of the epidemic. In addition, China will also contribute to the United Nations Relief and Works Agency for Palestine Refugees in the Near East. China is willing to continue to provide assistance to Palestine within its capabilities, carry out in-depth anti-epidemic cooperation and jointly win the final victory of Covid-19 response.
